Keyboard focus gets stuck in a widget, or a control cannot be reached with Tab.

Keyboard-only personas and several DOM agents cannot continue.
How to fix it
- Escape closes popovers and returns focus.
- Tab order follows the visual order.
- Test every funnel step keyboard-only.
